Custom built solutions like these are quite effective, but require the most work. SFS has been proposed a few times, but it's already integrated in the IPS Spam Service As it currently stands, ~85% of accounts posting spam are not caught by the built-in tools, regardless of the configuration. If you're using a VPN, some IPs are possibly in blacklist.
