Currently I'm using and old HDD so I'm using HFS+ because the APFS is painfully slow on HDDs.

If you are using the SSD I recommend that you use APFS because it's a lot faster than the HFS

I have a SSD. Then I'll leave APFS the way it is.

The external drive 3.0 The Toshiba 500GB has a USB connector and is formatted as NTFS, because it has various programs running from Windows.

 

Is it possible that he does not appear in the High Sierra?

It must be shown in Sierra and macOS High Sierra but it would be read-only unless you have a third-party app like Tuxera NTFS or Paragon NTFS.

 

Open disk utility, find the USB drive and click mount, if you already have Tuxera you'll be asked to purge the drive, click Purge and it will mount.
