Not quite, if somebody has the parts of the file you need you can download from him faster. Also, the problem is probably not that the seeder has a slow dial-up connection, but that his upload speed has to be distributed to all (or almost) all the leechers. Considering there are 300+ people downloading even a fast connection can be in serious trouble giving decent speed. I love the world of pirated software. I was back on AOL on a 28.8 modem, in the original Warez room.. now that dates me. I was Vertigo.. my name is in the thank yous of the original AoHell. Anyone remember that program? When you could send people like a thousand im's and knock them offline, or you could send fax bombs to people.. just keep faxing them 1000's of times.. and the mass mail lists.. 500 messages filled your box.. and it would take like 2 days to download a single program. Running on a Pentium 60.. so hot that you could fry eggs on the case.
