I just signed up for a free trial .mac account on my XP computer, so I dont think it checks your system info.. but give the free trial a shot and see what happens. Granted on Windows you can just use the storage space and email... It's a great service if you have a mac but not really that useful for no Mac users. It intergrates well with OS X and the iLife stuff. Like Hotmail? for the Mac, you get email accounts (can't remember how many), personal storage space, web page creation tools, freeware/shareware apps, backup utility, photocasting, group support, sync services (different from backup), and tutorial access to a whole heck of a lot of things. For Windows, you get email and storage space.
