Why should that be so? The server will hand out bits to some people, who will in turn be sharing them with others. I think the whole point of the Bittorrent protocol was to prevent exactly what you imagine would happen. I think it's safe to say that the single seeder is constraining the maximum acquisition time for everyone else, but every bit that he's shared can speedily be laterally shared by all.
