The problem lies in the 945P chipset the earlier MacBooks and iMacs used. The 945P can only address 3.2GB of memory, whether in MacOS, Linux, or Windows. Rather than Apple having their customers get mad at them for saying it can use 4GB, but not really use 4GB, they just said it could only use 3GB. The newer MacBooks use the Santa Rosa chipset based on the 965P, which can address 8GB of RAM (though only 4GB in the MacBooks and iMacs because they only have two slots).
