one_7
what is the fastest x86 os now? (please no fanboyism here) fast can be everything..so i'm taking it for booting time...
Core2UK
When I ran Windows XP x64 on the Dell as a clean install from the loading bar first appearing it could take about 10 seconds. Xubuntu uses the lightweight Xfce desktop environment which is quite nice to use and booting is quite quick on the same computer.
Rubis
Nothing beats a well made Gentoo, except maybe LFS, but I haven't tried that.
asap18
I recommend Gentoo, even as it may take some time to install it is worth it. Also try einit.
cringemaster
Xubuntu, installed it on an old pc with a horrible graphics card and its running like a beast. Also the install was easy as hell (Almost entirely GUI based)
my1stmacisaHACK
xubuntu or dreamlinux.. they both use the lightweight xfce desktop!!
Synaesthesia
Windoze XP might be fast initially, but it will get slower with time. Linux and OS X will stay fast for longer in my experience. For me the fastest is an Apple Laptop. (waking from sleep) Just open the lid and it's there!

EFI
For me OS X boots up the fastest (~25 seconds on my MBP), and shuts down even faster (~7 seconds). Xubuntu was also fast at bootup, but not so during shutdown. Windows is only fast after the first time you install it, once you start using the OS more and more however, the speeds slow down. It all depends on the hardware though in the end.

sandmanfvrga
OS X like some said. On a maintained hard drive (Onyx to do maintenance and optimize your disk regularly) you have a fast booting machine. My little iBook has a boot time of under 20 seconds and shutdown under 10 seconds.
minimono
In my computer Vista boots 30 seconds and OS X takes 25 seconds. For me is boot time that i can use apps after that.

Jeezoflip
My xp used to boot very fast, but now it literally takes about 4 minutes to get to the welcome screen. OS X takes about 30 seconds to get to the log on screen on my computer. And ubuntu takes about 1 minute, so the unix os's are faster on my machines. Loading times? Depends. Some apps on mac take really long to open probably because i dont have sse3, only sse2. But, after logging in on xp, my computer grinds its hard drive for another 5 min til leverything is started, then it takes an additional minute to open firefox. its quite funny actually.
