ok, I have to know did Apple do something that made Haswell able to play Secure media (say streaming media from iTunes)?? no mods needed?  I have my intel GFX disabled but dropped in a RX580 4 gb card and all the problems I was having with my 1050TI are gone?

I have been a Nvidia user for a very long time but FULL acceleration, and movie/streaming I haven't had since my machine 3 Hacks ago.

is this unique to my setup or has apple really changed the system that much away from Nvidia?

I am on 10.13.6 as I write this, I have been a loyal nVidia user for the last 10 years because of CUDA and with AMD absorbing ATI I didn't really see a reason to go back.

but with limited space on my SSD I haven't downloaded any of my iTunes content.  I got a gigabyte RX560 GAMING OC 4G to future proof my aging Z87X rig and dropped it in and turned it on, other then Cuda complaining that it can't find a card everything else seems to work flawlessly.

It’s a known fact amd cards are more compatible with osx

yes more compatible, but having searched IM as well as the other forums I am Willing to be a part of, not the Tony** {censored}, all of the information leads me to believe that due to a glitch in how my 4770K and it's brother Haswell chips talk to secure streaming extensions that streaming would not be possible.
