I had this problem with the 10.4.4 kernel JaS install.

From the MacOSX Hints forums (http://forums.macosxhints.com/archive/index.php/t-15773.html):

After the Command-S startup (-s on boot for us), type the following on the command prompts, allowing time for each to do its thing:

/sbin/fsck -y<return>

/sbin/mount -uw /<return>

/sbin/autodiskmount -va<return>

/usr/sbin/diskutil repairPermissions /

And, when one is sure it's all done, type:

reboot<return>

Myself, the last command appeared to hang, so I ran the fix permissions from the GUI. It's been working fine since then.

How do you run the fix permissions from the GUI?

Setting the primary and secondary IDE slaves to 'None' instead of 'Auto' solved this for me. - I have my hard disk on primary master and DVD drive on secondary master.

I can set it to "Auto", "None", "CD/DVD" or "ARMD". If I set it to "None", then it shows "Not installed". Then when I reboot, the BIOS don't see any drive, so I cannot boot into OSX.

I'm desperated with this "Diskarb/IOKitWaitQuiet" issue.

There's an extensions pack here that might help fix the problem. Despite that it's for fixing PCMCIA controllers, try it anyway. I know it eliminated the diskarb issue on my Latitude C840, as well as getting my controller recognized, so try swapping extensions in and out from it to see what works for you.
