It's the second time I stumble on this problem, first time on a Lenovo G50-70 with HD4400 igpu. The displays prefs panel in Sierra (final version) won't load, now I got it also on an Acer e571 with HD4000 igpu. Is this a known problem? On my Asus x401a with HD4000 this problem doesn't occur.

Both the failing laptops are using intelbacklight kext and edid is being discovered correctly so it's not a problem of EDID injecting. Any clue?

Maybe this is because there are double PNLF device at your system. Check your DSDT and SSDT,, make sure only one PNLF Device. I only make PNLF device at my SSDT, because my IGPU device is at SSDT :D

Have you tried to fake your panel as an Apple one. It seems it helps some people and so Slice add it in Clover.

I tried to inject edid and nothing changed. I discovered that windows sees this panel twice. One as active and the other inactive. Maybe this is related to this problem.

So, in another laptop that doesn't have this pref panel problem the display is seen as one, not two. Let's see if this is a pattern. Download http://www.nirsoft.net/utils/monitor_info_view.htmland check in windows if the program recognizes TWO screens for the same panel or just one. 

 

Here's the panel in the laptop that doesn't have the problem, only one. I guess why there are 2 in the other one, maybe DUAL LINK ? Or double internal port ? (LVDS / DP) ... I don't know

I also have this problem. My laptop is Asus X302UJ with Core i5-6200u, Intel HD 520.  It was all running well on El Capitan but after I installed (clean install) macOS Sierra, I can't open Display Preferences anymore.

I only have 1 active monitor.

It seems to be a pattern for these laptops. The same panel seen twice on windows, one active one not. My Asus x301a has just one on Windows and display pref is working as usual.
