Sorry colonels, As far as I know 9A241 is the latest released to devs, and it has an online update bringing it to 9A241e. The 9A39 pictured is much much older. Actually, I think Apple is going to make more thing not work in leopard. To evetually make it unusable. Technically, developers would only need Xcode to work in Leopard.
