Suggest you use AIDA64 to see exactly what is the specs of your Device intel video card. Report only Hardware. 

 

The boot-args is for test, so you not need use them if not work for you.

Here my config for UHD 620 i5-7200-U Kaby Lake

 

Works nice with 4K 2160p60 on Youtube, not freezing or lagging. 

 

LCD (LVS) and HDMI working together 

 

You can extract your Framebuffers using WEG Debug with -igfxdump on boot args and change your parameters 

 

Don't give up
