Under the suggested Sonoma beta there should the mention of other updates available. If click on that, a window will open in which you will see the 13.6.1 update and most probably Safari 17.1. You can install from there and in that way avoid the macOS Sonoma update.

thank you, unfortunately there was only the Safari update !!!
I will wait to see if a link for the update is posted otherwise I will do a complete installation

In Ventura go to Settings->General->Software Update and enable Beta:

Click on Off and select macOS Ventura Developer Beta and then you will see:

Then click More Info... and you will be presented with available updates for Ventura:

When this 13.6.1 is released officially, it will be listed under  More Info...

One correction. I don't want Beta updates. 

So I did the follow:

switch on Beta updates as shown above and then I switched off beta updates again and now I see Ventura release update

Ah I see. so you were not on the latest Ventura.

Interesting.

I wonder if you will see 13.6.1 when it is released (?)
