For those who don't know EIST is intel speed step which reduces the speed of the cpu when it is idle, C1E is a more efficient version of it... I really have no way of measuring if the voltages are lowered using the C1E but my temperature remained the same no matter which OS I was booted into so I believe that it is still working, never tried the speedstep as it always screws up my overclock.
