There is a no-charge way to register but it does not get you development release materials like the Intel compatible 10.4.3 - you have to become a paying member, and I don't believe they fit a student's budget. I think they assume you're a company that has enough cash for assets such as the materials and support Apple sells. Microsoft does the same - you end up paying quite a bit for pre-release Windows, IE, and so forth. The reasoning is that there's a distinct business advantage of getting tooled up early to be ready to sell product pretty much simultaneous with the public release of operating systems and applications.
