Random Computer Restarts

This problem probably isn't Windows related but I'll post it here anyway. My computer randomly restarts when opening programs sometimes. Its not usually overheating because the temperatures usually don't go over 60C now and the processor (Pentium D 830) supports temperatures up to 68C. Any idea why this is happening?

60C? thats insanely high, i'm serious. i have a Pentium D 940, which has a 95W thermal dependancy, and i ended up finding a Scythe Ninja to put the temperatures to rest. since the Ninja was put in, i've been looking at an average of 30C, peak load [rare] around 50C.

 

also, your power supply may not have the amps to power the system. what are your other specs? wattage means nothing, you could have a 1600W PSU and have the same issues. any graphics cards? what kind of RAM, how many hard drives?

I'm using the stock Intel cooler and I thought that it should sufficiently cool the system...the processor's not even OCed. Its like around 55C idle and around 60 at medium load.

 

My full specs:

 

Motherboard: ASUS P5ND2-SLI

CPU: Intel Pentium D 830 @ 3GHz w/ stock cooler

Video Card: ATI Radeon X1650 Pro 512MB PCIe

Hard Drive: Samsung 250GB SATA Drive

Optical Drive: Pioneer DVR-110D DVD-RW

Power Supply: DEER 400W (some junky cheap brand)

Case: Some unknown cheap Chinese case (no manufacturer listed)

Extra Fans: 1x 80mm side fan on side panel, 1x 120mm fan at the back

 

And as you can see, I only have 1 video card, 1 HD, 1 DVD drive, and just the basics. I have been recommended a Scythe Ninja before, but it seems that the power supply could account for a lot of it.

60C is a bit high. Not to worry though. Also make sure to verify all power connections. This happened to my computer, turned out the power connector to my HDD was loose. Also put a piece of paper between the RAM and CPU, such that the hot air from the CPU doesnot reach the RAM. I have found this Paper Trick to help a lot

Yeah the CPU only starts throttling at 80C so I don't think the temps are too big of a problem right now...I'll make sure that all the connectors are nice and secure and try that paper trick sometime when I have time.
