If by remotely activating Screen Sharing (i.e. over a network) and taking control of the computer, I do not understand what your problem is because I do that all the time. You don't need the Screen Sharing application running to take control. You can set a password in sharing preferences.

But in the likely case that you are looking for something different, such as a way to do it over the internet, open the application, or remotely have a computer take control of another computer (I don't know why you would need that). If it isn't what I am talking about above, it would help if you would be more specific.

Well, in that case, I do have something of a solution, but it isn't the prettiest from the looks of it (haven't used it myself), nor is it part of OS X. LogMeIn allows you to take control of another computer, Mac or PC, over the internet through a web browser. There is currently a free service available. I really don't know much about it, so if you try it out please post your findings.
