Do the laws differ depending on state/country? What is the law in Michigan, USA? How likely is it that Apple would track down those who illegally downloaded their OS? I doubt they would try to find the people who download it, because then they would have to sue hundreds of people. So, you're relatively safe if you downloaded (or are thinking of downloading) leopard.
