Method To Check If APFS Seal is Broken:

 

In Terminal use the Script below to list all Volumes

Find Disk 5 - It should read Sealed: Yes

I set SecureBootModel to Default 

The problem was resolved after the reboot!

The seal being broken does not prevent updates being shown. Instead, it just forces a full installer to be downloaded (~12-13GB instead of 1-3GB). One of the SIP flags also does something similar (different from AppleInternal which does not show updates at all)

Edit: Don't be me and also try to find updates while on the wrong seed (oops)
