I had this error too. I for the life of me couldn't figure it out. By any chance did you have multiple partitions with different OSes on the same drive? I tried reformating in windows with multiple tools. But I kept getting errors in the installer as well (after giving up trying to update).

I followed this guide to use disk utility to reformat.

I had this error as well. What solved it was to remove external hard drives/USB drives that were plugged in except the primary disk. You only need to remove these during the installation, you can plug them back in once installation finishes
