A couple of things come to mind; the Mac Mini is not that hard to "crack open" use a putty knife one that is flexible and sand the one side to good edge.  If its the original drive I would seriously look for another one ATA IDE because if its old it is old. RAM may be an issue one of the RAM chips could be going south and causing a panic. Lastly the CD drive or the install disc look for finger prints or smudges.

Okay bad news you will be limited as 1GB RAM is the max, plus non support for browsers but there are some out there that can be supported; its been awhile since I fixed an 80+yr old nun's iMac G5 I really wanted her to get a used intel because we were so close on the money issue. Since was not tech savvy her iMac G5 was on a list to replace the defected LCD screen plus we installed a new drive so both cost was in a 300$ range and an intel mac mini used was just a couple bill more. Hey she is a benedictine ornery like jesuits. 

Any way thats what I would try. Use one chip see if the kernel panic then the other.  You might have those chip laying around.  I don't know if the onboard battery could also cause that?  Once you are at the RAM the Hard drive is right there.
