Did your turbo boost work? i7 720qm max multiplier is 21 (2.8Ghz), but you only set max to 15, also how about temperature of cpu? I have same cpu with you, mine set max multiplier is 21. And I have trouble with turbo, since multiplier get above x18, the temperature high as hell (80*+) and the multiplier never goes down anymore, It will keep at x18 until I sleep or shutdown.
