Yes, it is missing. I was thinking that it was being phased out due to the enhancements to the User Accounts Manager in System Preferences.

 

However, the System Preferences implementation doesnt provide anywhere near the same level of configuration that is currently in NetInfo, but hopefully it will be addressed in a future release.

/Applications/Utilities/Directory Utilitiy has a mount record editor.

 

click "show advanced" button in lower right corner after launching the application - then you can click "mounts" in the toolbar.

 

you can edit user records in System Accounts by right-clicking/control clicking on a user record to edit UID/home directory/shell information.
