sse-ness is a function of the chip. can't be modified. there are ways to emulate sse3 or a sse2 cpu, but it's really much easier to buy a new cpu < $ 100, and reap the performance gains.

or just buy this nice intel / atom mobo for $65.00 http://www.amazon.com/Intel-D945GCLF-Essen...mp;sr=8-1" (Intel D945GCLF)

According to the HCL, everything (including vanilla kernel) works out of the box.

Depends on how new the Pentium 4 is. Earlier models have SSE2, which works with OSx86 with a little modding to the kernel. SSE3 was implemented into the newer models, which should work without doing too much to the kernel.

They have how-to's in the Genius Bar for it, so take a look around. I'm sure you'll find something.
