When you report the post you are given the chance to give your views as to why it should be reported. It then gets discussed behind the scenes in the mod/admin forum. This saves the reporter from defending themselves while giving the staff a chance to discuss the subject. Having the discussion behind closed doors gives the staff a chance for reflection and perhaps even a chance to change things. If there are any questions the staff can always PM the person(s) that reported the post.

Edit; Almost forgot, by also separating the reporter and the poster/offender it saves any possible repercussions or animosity for the report.
