short answer- Yes. Long answer- Read the wiki and search the forums. The details are discussed in so many places, that I won't bother going into it here. ;)

well i've a low config

It's just a athlon xp 2400+

ati radeon 9100

512 ram ddr

Will it run smoothly or not?

check if your processor supports SSE3, if not, then SSE2 is ok.

you will have to run a modified kernel that emulates SSE3.

it will run a tad slower, but theres no way to know unless you try.

Ok i tried Cpu-z and it tells me that my proc can handle those type of instruction :

MMX(+), 3D now (+), and SSE

And not SSE2....

Does I have to forget Mac OS X on my comp??

It don't work natively or in VMware but you can use PearPC as PPC emulator or Qemu as x86 emulator to run OSX (booth slow):
