My powerbook has become very slow recently. Then all of a sudden i get this high pitched squeal come from the computer. I reset it and the it got stuck on the startup screen. There was a DVD in the drive so i removed it and the problem persisted. I reset the PRAM then booted in to Target Disk Mode and rebooted. It then booted. Has any body got any ideas why?? Im thinking along the lines of a Hard Drive Failure.

There's some posibility that your G4 has some capacitor failed on your motherboard. Or your powersupply is border line to die.. I know that Apple had some problems with the G4 and the hardware but I don't remember what is the component defect.

That is definitely a possibility. I would suggest taking it to your local Apple Retail Store and see how much $ it would cost to fix it and maybe if you know the problem, you could find somewhere else that is cheaper.
