I was able to take a second partition and using the command line partitioner in XP, remove the empty second partition and add a new partition with an id=AF.

 

Then when booting the OS X installer, I'd choose Disk Utility from the Utility menu, click on the partition I had made under XP, and just tell it to erase.

 

Then when I quit Disk Utility and proceeded through with the installer, it listed the volume I had erased and proceeded from there.

 

The partition was created as a PRIMARY partition, but activating it was not needed.
