Apple has always made available some intermediate builds only to selected partners and not on ADC. There is also a special Seeding Program reserved to a few applicants. In the past there was even a different treatment for Premium and Selected membership, i.e. only the former gave access to the first build of Tiger following the WWDC 2004.
