I don't know exactly what to do, but I would start selecting the cheeks and then making a new layer-via-copy and play with the colors, so u could make the red more brighter so u get a normal skin color. And then u can regulate the redness of ur cheeks with the opacy from the new layer. Try it, and tell me if it works.
