Yes, but it would have to be patched appropiately (depending on your current specs).

I have an IDE Rom and I can install just fine, I've never heard of a SATA rom actually

It has something to do with JMicron(or something)

I run an ASUS P5B-E and Intel Core 2 Duo E6600

 

I read on these forums and on a few other ones that I CANNOT install Mac OSX on this PC because I don't have a SATA DVDROM

Yes it is the JMicron-chip which causes problems during the installation. But instead of investing your money into a SATA ROM get an external USB-ROM device or just buy a converter for your internal IDE-ROM.

I had no luck with the installation using a SATA burner. Only when I switched to the USB-ROM the installation with JAS 10.4.8 went fine.
