You should be able to get away with pretty much any usb keyboard/mouse, although OSX may not have support for all the buttons/keys if you plug in something fancy. You might also want to consider a KVM switch to flip between the mac and pc quickly. You plug your devices (mouse, keyboard, monitor) into it, and then hook it you both your computers, and when you want to switch, you hit a button.

Depending on your situation, either running Windows through BootCamp or a Virtual Machine could be a better option too.

seconded... they do need to be USB if I'm not mistaken though...

Yeah, you should be able to connect non-usb devices to a KVM, I meant the usb only thing for if you decide to just unplug, and replug between computers. I also forgot to mention that you should be able to plug in your speakers to the KVM too (also important).

I meant the KVM switch needs to be a USB switch as opposed to a PS/2 ...

The Mac mini doesn't have a PS/2 support, does it? KVM switches go either or; not both.

The monitor needs to be taken into consideration as well... VGA vs. DVI or converters..

Yeah, the KVM has to be USB. ;) The monitor should be too much of an issue. other than you'll have to get another adapter if it isn't DVI or VGA. The mini comes with a VGA adapter. And you'll want to make sure the KVM will accept the monitor connection. You don't want to have to hook up adapters to every connection you make.
