The piece of the update that is causing the problem is called DesktopServicesPriv.framework. (thanks Rammjet!)

 

To fix this:

 

1) use pacifist to open the install DVD .iso file that you used to install OS X.

 

2) This framework can be found in

 

Contents of EssentialSystemSoftware -> Contents of BaseSystem.pkg -> System -> Library -> Private Frameworks

 

3) Right Click (or left click and hold) and choose "Install to Default Location"

 

4) Reload widgets.

 

5) Enjoy.

I download the update from Apple and used Pacifist to install all except Webkit.framework and DesktopServicesPriv.framework. After reboot, everything including Safari and Dashboard are all working well. Thanks!
