macOS high sierra reinstall help

i made new usb with macos high sierra 10.13.4 i have older one and i use as i have recovery to recovery i can go to macos utilties can i just use reinstall macos as i cant format my old one as apfs format ssd with 4 volumes what the best way to format everything  easy way

I'm not sure what you mean.

Normally you can just reinstall macOS using the utilities window from your recovery system, however you'll need an active internet connection for that.
Installing from the USB is also possible.

If you want to completely format your SSD (including the 4 volumes), I'd say the easiest way to do so would be Disk Utility from the utilities window. 
Select "show all devices" from the "View" menu, then select the device name of your SSD and click "erase".

If you only want to format your macOS volume, then the procedure is the same except then you'll need to select the volume name.

Also, it's possible to convert your SSD (or volume) to AFPS after installing macOS:

diskutil apfs convert /dev/YOUR_DISK
