Yesterday I tried to install High Sierra on an SSD disk. After the installation, HS could not boot. Until I acknowledge that I've added a copy of apfs.efi into the drive64UEFI folder on a legacy bios machine. So I copy / paste the apfs.efi driver from drive64UEFI to drive64 folder in clover and High Sierra could boote without problems.
