Myself, I can not get SS/Turbo to work unless I sleep the System once; try that and see if speedster kicks in. Make sure you have an SSDT (and DropSSDT=y in boot.plist) if you use Chameleon, or Generate PStates/CStates if you use Clover. No guarantees, but that worked for myself.
