Yes, run Windows in a virtual PC.

 

Check your motherboard manual, some motherboards can automatically flash themselves by holding some key combination during post with a floppy or flash drive inserted with the new BIOS on it. It doesn't have to be bootable.

Yes, I have done it myself. I use a Parallels VM with Windows XP Pro.

But can't you use someone else's Windows PC?

Google "HP Disk Storage USB Format Tool" and you'll be done in no time.
