Because you have opted to install OS X on an MBR drive, you can't do that with the standard tools that ship with Windows or OS X without formatting or deleting data first.

 

You can probably do something with this though: http://gparted.sourceforge.net/

Yeah there is plenty of information on this subject here already, it's a common question. Just type something like "resize MBR" (without the quotes) in the search box above, you'll see.

 

If you install OS X on a separate, GUID partitioned drive you can run Disk Utility and resize, create and manipulate partitions any way you want.
