-v is short for 'verbose' and it is not a solution to your problem but a handy way to figure out what your problem is. Instead of seeing a message telling you to restart your computer, you will see what is causing that message to appear. This can be very useful for troubleshooting purposes.

You type -v (and other boot flags) at the boot prompt before the OS starts booting. How to access the bootprompt depends on which bootloader you are using. Try pressing F8 when your BIOS is done POSTing.
