It's against the law. So, if Apple wanted to do so, they could. What's to stop them? Microsoft holding up a piece of paper which is against anti-trust laws saying they cant? pfft. The only reason industries such as the recording industry havent been hauled into court for price-fixing and collusion is because it's unprovable as yet.
