Cant boot into OSX -- Recovery Options?

I am using iATKOS v5i on my laptop but wanted to adjust the video driver to stop the smearing. Unfortunately the video driver change prevents me from being able to boot up into OSX now -- At the gray boot up screen i keep getting the message:

 

You need to restart your computer. Hold down the Power button for several seconds or press the Restart button.

 

I get the message for normal boot and safe boot.

 

I did perform a Time Machine backup just before applying the driver. Is there anyway i can restore the OS either from Time Machine or other approach while not being able to get into the OS? That is can i restore the OS without having to first get into the OS? Is there some restore disk?

 

For Windows i had several options like "Load from Last Succcessful Login" or Acronis Drive Image, or System Restore from the Vista disc.
