Problem solved. thanks, here's my solution:

 

use -V -F -X log in, then delete all kexts with the "ATI" in the System/Library/Extensions folder.

 

repair the permissions. restart.

 

regular log in this time, and install the driver package : you can download it here:

 

http://rapidshare.com/files/113822074/ATI_...D_3650.zip.html

 

restart again.

 

boot and cross your fingers. should have full QE/CI enable this time.
