Alright, I've got a Pentium D 820 @ 2.8 ghz (see sig for full specs) and when I am running heavy apps, like games or wintel or something, I notice that my cpu usage NEVER goes above 110% (combination of both cpu's). Is this a flaw in the OS or could it be that the application just doesn't need it. I figured that since the cpu was availiable, the program should utilize it. Then again, it is very late here and I am probably thinking about this all wrong. Let me know what you guys think.

If the programs aren't written to specifically take advantage of multi processor systems they may not be spawning enough threads to take full advantage of both cpu's. The thread is the smallest unit of work that a process can be split into. Many programs are single threaded so it will never make use of the second cpu.
