What does the ±10% mean at the end of 1.80 W±10%?

The +/- 10% is a way of indicating the expected variation in a given parameter. In this case a a fan drawing a "nominal" 1.8 Watts is specified as drawing no more than 1.98 Watts (1.8W + 10%) and no less than 1.62 Watts (1.8W - 10%).

 

When I was in college (many years ago), and virtually everything electrical was analog, it was said that we live in a "10% world" where most electrical parameters can (will) vary by 10% or so UNLESS great effort and expense is exercised to reduce variation AND then measure that variation with more precision.
