No keyboard settings?

thats really strange...its supposed to be under:

 

Choose Apple menu > System Preferences, and then click Keyboard & Mouse. (under hardware)

 

Perhaps your kboard driver is not installed properly or mac os thinks there is no detected..so no sys pref..i had this happen to me with my onboard nic....(not compatible ..so I went out and bought one that was and then i had ethernet icon)

Its fixed, somehow the settings file was lost, i just find a directory with all the panes and keyboard was not there, i launched pacifist, opened osx install dvd and extracted

from:

Contents of: OSInstall.mpkg -> EssentialSystemSoftware -> EssentialSystemSoftwareGroup -> Leopard... System/Library/PreferencePanes

 

to /System/Library/PreferencePanes

 

and thats all....
