Metalgpu utility to check Metal 3 support 1.0.0

Metalgpu: simple utility made in swift to check GPU Metal 3 support. Thanks to @ricoc90 who has made almost everything.

Note: to be used only in Ventura as Metal 3 doesn't exist in Monterey and older so the app doesn't work out of macOS 13.
