Time of day & scroll

At the time of this post, the time of day is off by: plus one hour; even though D.S.T. is set for Automatic.
Time zone: Eastern U.S.
insanelymac.com seems to be based in England.
Is the twice-yearly switchover date for D.S.T. maybe different than in the U.S.?

Scrolling: using the mouse scroll wheel, the forum web page scrolls up or down very jittery and slowly.
Browser is: Firefox 3.5.

Edit: this post was time-stamped correctly. But elsewhere on this forum (a post by someone else) was time stamped one hour ahead of my current local time. So: something is off.
