Cant mount/open Tiger-x86-flat.img

It's been a VERY long time since anyone has played around with tiger-x86-flat.image.bz2......

 

It is not an active disk image, therefore you cannot "mount" the image.

 

It is a fixed "flat" image, just an image, and nothing else.

 

The best way to install it is using "dd" from within windows.
