Random Slowdowns and Very slow iPhoto

Hi all. Hoping someone Can help me here. I've got two questions.

 

1. Every now and then the computer will slow down to a crawl for a few seconds, then speed right back up. Is this normal on a Hackintosh? Is there maybe something I should disable?

 

2. iPhoto is extremely slow to show pictures, but I think this has to do with the graphics chip. I am currently using intel intergrated graphics with only 64MB. Would an upgraded video card fix this? and also, which is the best video card that will work right out of the box in the $50-150 range for a PCI-X?
