May work but theres probably a greater chance of it not working in the manner which you describe. If you're absolutely set on the passive heat sink you may want to check out the XFX 7600GS , it's also silent and theres many success stories with it. If I'm not mistaken theres even an installer for the XFX 7600 GT/GS that will do all the work for you. If you can live with a little more noise the 7600GT would be more the equal of the 1650XT performance wise.
